"I make it known to you that every sacred building, monument, holy spot, shrine, traditional site, endowment, pious bequest, or customary place of prayer of whatsoever form of the three religions will be maintained and protected according to the existing customs and beliefs of those to whose faith they are sacred."
These are the words of General Sir Edmund Allenby to the city of Jerusalem following the city's fall into Allied hands during WW1, December 1917. The point being, historical guidance for a proper and peaceful occupation seems pretty readily available. Being that war isn't new, it seems impossible that any Secretary of Defense would be so staggeringly incompetent as to do everything possible wrong and backwards in Iraq. The incredible array of Donald Rumsfeld's decisions (or non-decisions) ranged from not protecting any culturally crucial sites like the National Museum, to firing a million armed men who were ready and willing to provide security. Rumsfeld arrogantly and blindly ignored history, and created a downward spiral that has shed the blood of tens of thousands.
